AAL - Ambient Assisted Living
The AAL programme (Ambient Assisted Living) aims to develop and implement innovative solutions based on information and communication technologies for the benefit of the elderly.
The objective of the programme is to increase the independence of elderly people in order to allow them to continue to live at home for as long as possible. The idea here is to increase their quality of life through ICT tools and remote services which allow them to maintain their independence, autonomy and dignity.
The ageing population is not only a societal challenge, but also offers innovation opportunities in healthcare systems, industry and the European economy.
The projects selected receive funding from national funding agencies (Innoviris for the Brussels-Capital Region) and the European Commission. The AAL initiative involves 22 members countries and partnerships for projects built between the participating countries' stakeholders. AAL projects are collaborative and require a consortium of a minimum of three participating countries in the AAL programme. This involves at least one business partner (for example, large enterprise with the ability to market the service), a SME, an end users organisation. The latter is actively associated in the project's implementation. Research organisations (universities and higher education institutions) may also participate in projects.
AAL projects must offer a viable and solid business plan and market the results obtained two years after their finalisation.
None of the consortium's partners can support more than 70% of the project's costs.
On 15 February 2017, the programme opened its ninth call for projects, themed "AAL PACKAGES/INTEGRATED SOLUTIONS - Packages integrating different solutions based on ICT to support active, healthy and independent living of older adults".
The call for projects will be closed on 24 May 2017. More information can be found on the website of the programme.
The projects must meet the eligibility criteria and general conditions imposed by the AAL programme.
the Cosortium has to be composed of at least three entities of at least three Member States of the Initiative
at least one big company, one SME and orginisation of final users have to be part of the Consortium
size of the Consortium: 3 -10 partners
duration of the project : 12 -36 months
Furthermore, in order to be co-financed by Innoviris, the projects should also comply with all of Innoviris' eligibility criteria.
For Brussels organisations, the financing conditions are as follows.
develop all or some of its activities within the territory covered by the Brussels-Capital Region
present an innovative RDI project likely to have a favourable impact on employment and/or sustainable development of the Brussels-Capital Region
show one's ability to finance one's share in the project
have fulfilled its obligations in the context of previous support initiatives allocated by the Region.

In parallel with this European application, Brussels entities must also submit a regional funding application with Innoviris. This application must be sent electronically to email@example.com and funding@firstname.lastname@example.org on 24/04/2017 at 12:00 CET at the latest. 2 hard copies must also be sent to the following address: Beata Bibrowska, Charleroisesteenweg 110, B-1060 Brussels.
Please note: Failure to submit the regional form, will result in the inadmissibility of your project.

Type of financial intervention
Financial aid may be allocated as a grant.
Rate of financial intervention (maximum)
The basic rate may be increased by 15% in the case of actual cooperation with one (or several) other stakeholders for the project's implementation. The rate of intervention is limited to 80%.
You are a non-profit association which does not have an economic activity (no turnover resulting from an offer of goods or services). In this case, Innoviris can intervene up to 100% in your project;
You are a non-profit association with occasional economic activities. These economic activities cannot be a daily part of the association's activities.
In practical terms, the capacity allocated to these economic activities annually cannot exceed 20% of the total annual capacity of the association in question (material, equipment, labour and fixed capital). To evaluate this, Innoviris will rely on either cost accounting statements or turnover (sales, services and similar) which must account for less than 20% of total income (including contributions, donations, legacies and subsidies).
In this case, Innoviris can intervene up to 100% in your project.
You are a non-profit association with regular economic activities (the capacity allocated to economic activity annually exceeds 20% of the total annual capacity, see point 2 below for the evaluation of this criterion by Innoviris).
In this case, the association is considered a business and you must refer to the previous section relating to businesses.
For intervention rates less than 100%, the entity must demonstrate its ability to finance its share of the project through funds other than public financing. Proof of the share may be provided by various documents (balance sheet, bank statement, capital, bank loans, etc.).
