Urban Europe

The Urban Europe joint programming initiative aims to help European cities to take up the many challenges with which they are faced: climate change, congestion of transport networks, energy management, ageing properties, migratory flows, social and economic changes.

The Urban Europe joint programming initiative aims to help European cities to take up the many challenges with which they are faced: climate change, congestion of transport networks, energy management, ageing properties, migratory flows, social and economic changes.

Multi-level and multi-partner collaborations between all the research stakeholders and end users are essential in order to offer technological responses but also ideas about new models of governance for cities.

Furthermore, Urban Europe projects are interdisciplinary and will combine basic research, applied research and urban innovation.

The projects selected in the frame of Urban Europe do not receive any funding from the European Commission. They are financed exclusively by national funding agencies (Innoviris for Brussels) according to their own specific funding rules.

ERA NET Cofund Smart Urban Future - The call is open from December 16th to March 15th 2016

JPI Urban Europe fourth call – the ERA-NET Cofund Smart Urban Futures (ENSUF) – supported by the European Commission under the Horizon 2020 programme, has been launched on December 16th. 

Three call topics are defined:

  • Concepts and strategies for smart urban transformation, growth and shrinkage

  • New dynamics of public services

  • Inclusive, vibrant and accessible urban communities

For this call a two-stage procedure will be adopted. In the first stage, consortia are invited to submit pre-proposals. After the submission of the pre-proposals, approximately 50 pre-proposals will be selected. The successful consortia will then be invited to elaborate their ideas to full proposals.

The call mobilizes 24,5 mio€, coming from research funding agencies from the 18 participating countries. The European Commission will give a cofinancing of 5 mio€. 

The projects must comply with all the eligibility criteria imposed by the national funding agency, as well as Urban Europe's specific eligibility criteria.

For Brussels research organisations, the financing conditions are as follows:


Innoviris' criteria:
  • develop all or some of its activities within the territory covered by the Brussels-Capital Region

  • present an innovative RDI project likely to have a favourable impact on employment and/or sustainable development of the Brussels-Capital Region 

  • have fulfilled its obligations in the context of previous support initiatives allocated by the Region.

Urban Europe programme criteria:
  • Relevance of the proposal in relation to the research theme

  • Quality of the proposal 

  • Project's organisation and consortium's management

  • Project's impact

The pre-proposals have the be submitted by an electronic tool developed by the Secretary office of the FFG-programme before March 15th 2016, 12:00. The submission of full proposals will be made in the same way before September 20th 2016,12:00 .

Type of financial intervention

Financial aid may be allocated as a grant.

For Urban Europe projects, financial aid for research organisations may cover 100% of the project's costs.


Enterprises and end user organisations, such as citizen, neighbourhood, retailer associations, may also benefit from Urban Europe aid. For further information about the conditions of these aids, see the corresponding pages.
